Page is opened to track a feature request to allow to configure a Wiki's policy such that a Wiki's administrator, and only the administrator, is allowed to create user profiles. This has various advantages:
* enable to have closed communities
* enable to have profile names and options that adhere to corporate standards

Currently JSPWiki is close to enable this, having a specific permission "editProfile" configurable in the security policy, that can supposedly be restrained to admin only. However that doesn't address that the regular user, once his profile is created, should be able to edit it afterwards (in particular to change the password).

Once way to implement it would be, that a different permission, "createProfile", be added, still configurable in the {{jspwiki.policy}} file. This way the desired policy could be configured such that the admin group has the "createProfile" permission, while the Authenticated have their "editProfile" permission.

There are probably other ways to do that, see discusion on [AllowOnlyAdministratorCreateUserAccounts] that originated this idea .
