As you mention, isn't the real obstacle to electric personal transport EU legislation? Banning Segways and Hoverboards isn't exactly in harmony with CO2 reduction targets and sustainable transport. As usual the politicians have it all backwards. The UK's 1835 Highways Act doesn't seem particularly relevant when small idyllic islands are disappearing under the rising waters of the Pacific.

At least in Finland, Segways and hoverboards became legal as of the beginning of 2016. So while the governments can be slow, they seem to be following the times.
